Journal · Medical Tourism: Turkey vs. Romania

A Turkish Player Has Already Bet on the Romanian Market

Anca · July 28, 2026

The entire main article talks about how Romania loses patients to Turkey. But while researching it, I came across something that partly flips the story.

Memorial, one of Turkey's major medical groups, verified directly in this study as one of the five that systematically export trust to the international patient, already has two of its own units in Bucharest.

The first is a hospital, bought in 2022 from the Italian group Monza, located within Enayati Medical City, for complex cases and inpatient care. The second is an outpatient clinic, opened in September 2025 in the City Gate towers in northern Bucharest, with a 3 million euro investment, covering 40 medical specialties. It's the group's 13th international unit.

What surprised me wasn't that Memorial entered the Romanian market. It's why it entered. Not as a funnel toward Turkey, to gather Romanian patients and send them to Istanbul. But to compete directly, right here, with MedLife, with Regina Maria, with Sanador, for the Romanian patient looking for a doctor in their own city.

Bora Uluduz, CEO of Memorial Healthcare Group, publicly explained the positioning at the 2025 clinic opening: "If you look at the patient as a profit factor, you will lose. The patient comes to the doctor with a problem, no one comes for pleasure." That's exactly the patient-centered treatment philosophy the rest of this study describes as the engine behind Turkey's success with international patients, only here it's applied to win the Romanian patient, not to export them.

Why does this matter? Because it's concrete evidence, not a theory. A group that built one of the most effective trust systems in the global medical industry decided its model was worth exporting directly to the Romanian market. It's not just the Turkey destination that has value for the international patient. The system behind it has value wherever it's applied, including here, at home.

A Turkish player has already bet on the Romanian market. It's worth asking what it sees there, that the rest of the market still doesn't.
